Circuit has relayed and stayed open. Patrolling the circuit, found a pole struck by lightening
 sometime in the past. This split the pole causing the 7200 volt phase to fall and rest on the
neutral bracket bolt. This worked ok until a bird landed on the ground
wire and hit the phase, which caused the relay.
